Dubrovnik International Film Festival 2004 - Rules & Regulations


One.
The Dubrovnik International Film Festival (DIFF) is managed by the Dubrovnik Film Institute (DFI), an independent cultural organization. DIFF��s mission is to promote and develop the exhibition of media arts to audiences in Dubrovnik by presenting a selection of films from all over the world that have artistic merit, inspire and entertain. DIFF endeavors to create a sense of international cooperation and friendly competition.


Two.
The Board of Directors has selected the date of the second annual DIFF (DIFF 2004) to take place May 27 �V May 30, 2004 in Dubrovnik, Croatia.


Three.
The Board of Directors, in coordination with the Programming Committee, selects the program of films to be presented at DIFF. The program for DIFF 2004 shall include the following categories:


International Feature Competition (only 35mm format eligible)
International Shorts Competition
International Documentary Competition
Croatia Focus Section
Retrospective


Four.
Films are selected by invitation and a Call for Entries. Only films that meet all of the following conditions may be considered:


Consistent with festival mission as discussed in Article One above.
Completed after January 1, 2003.
Not to have previously screened in Croatia.
Available in either 35mm, BETAcam SP (PAL or NTSC), or DVD (Region 0,1 or 2) formats.
If original language is not English, must include English subtitles on the print. (Croatian subtitles will be projected electronically and provided by DIFF.)
Delivery of the screening print to the DIFF festival headquarters in Croatia a week prior to the start of the festival.
Meet conditions in Section Twelve below.


Five.
Films invited by DIFF and accepted by the filmmaker may not be withdrawn.


Six.
DIFF Board of Directors appoints members of the official DIFF 2004 Jury and its President. The Jury is comprised of film industry professionals from all over the World. A minimum of five people will be appointed as jury members.


Seven.
No filmmaker may participate in the DIFF 2004 jury if they have worked on a film in DIFF 2004 competition.


Eight.
DIFF presents two major awards to filmmakers:

Libertas Award
To honor and recognize an individual for their vision and creative expression in their lifetime body of work.

Argosy Award
To bring attention to and encourage an outstanding individual in the realm of filmmaking.


Nine.
DIFF Awards for films in competition:

International Feature Competition
Award for Best Feature
Award for Best Director
Award for Best Screenplay
Award for Best Cinematography
International Shorts Competition
Award for Best Short Film
International Documentary Competition
Award for Best Documentary Film


Ten.
The submission deadline for DIFF 2004 Call for Entries is March 31, 2004.


Eleven.
Applications must include all of the following:
Signed and completed entry form.
The film must be meet conditions in Section Four above.
USD bank check or money order made payable to "Dubrovnik Film Institute" according to the following schedule of fees:

Feature
On or before 1/31/04: $35
2/1/04-2/29/04: $45
3/1/04-3/31/04: $50

Short
On or before 1/31/04: $20
2/1/04-2/29/04: $30
3/1/04-3/31/04: $35

Documentary
On or before 1/31/04: $25
2/1/04-2/29/04: $35
3/1/04-3/31/04: $40

Films must be postmarked by the above dates. Films submitted with the incorrect fee will only be considered when the entire fee is received. NO REFUNDS of submission fees will be provided.


VHS-NTSC or DVD-Region 0 or 1 format of the film in English dialogue or with English subtitles.
Synopsis of the film in English.
Full production credits and biography of film producer and director.
Press book.
DIFF is not liable for any damages to any VHS or DVD received for pre-selection purposes.
DIFF is not responsible for customs, taxes or transportation costs for any film received for pre-selection purposes.
DIFF will only return tapes if the filmmaker provides self-addressed envelope with proper postage. DIFF is not responsible for film not being returned due to lack of proper postage or for any other reason.

Twelve.
If selected, films must meet all of the following conditions:
For subtitling purposes, a dialogue list in the original language and in English along with a VHS tape must be provided as soon as possible and at least four (4) weeks prior to the start of the festival.
Arrive to the festival headquarters in Croatia with shipping and customs duties paid. The festival does not accept collect shipments.
Delivered to the festival headquarters in Croatia no later than one week prior to the festival. The filmmaker will be advised of the correct address.
Official DIFF 2004 selected films must be submitted with:
35mm, BETAcam SP PAL or NTSC, or DVD-Region 0,1 or 2 formats.
Full production credits and biography of film director.
At least three (3) photos from the film. Photos can be submitted by email 300dpi to [email protected]
Poster, press booklet, and/or other promotional materials.
The sender must provide notification of shipment by email to [email protected] indicating the film��s title, number of reels, tapes, etc., destination address, as well as date sent and forwarding information (tracking or AWB number).
The following statement must be included on the Customs Declaration Form accompanying the film:
��NO COMMERCIAL VALUE. CULTURAL PURPOSES ONLY.��



Thirteen.
All customs duties, terminal costs and insurance costs (other than the insurance described in section fourteen below) will be the sole responsibility of the filmmaker participant.


Fourteen.
The insurance provided by DIFF is effective at which time the film has arrived at the festival headquarters in Croatia and remains in effect until the film is reshipped to its destination.

In case of damage to or loss of a film during the festival, DIFF is only responsible for the costs involved in making a new print or replacing the damaged reel(s) based on the current rates for ordering a standard print.

Damage to the film print must be reported to the festival in writing within fourteen (14) days after the return and prior to any following screening of the film. Any claims will be judged by the reported state of the print. The insurance does not cover any damage during normal and regular screening use.


Fifteen.
Participation in DIFF implies acceptance of all Rules and Regulations as described above. The Rules and Regulations are available in Croatian language.
